The UK Roads Leadership Group (UKRLG) brings together national and local government from across the UK to provide leadership on roads infrastructure engineering and operations.

We work collaboratively across UK Government, the devolved administrations and local authorities, bringing together knowledge and expertise to address shared challenges, develop good practice and help shape guidance for the highways and roads sector.

Our Purpose

UKRLG helps enable people and goods to move safely, effectively and sustainably by bringing together the UK’s highway and road authorities to inspire and influence policy and guidance.

We provide professional direction and leadership for the management, operation, investment, adaptation, renewal and resilience of road and highway networks and their associated assets.

Our work focuses on:

  • Identifying, developing and sharing good practice, and developing and maintaining a trusted set of endorsed guidance and advice documents for the sector
  • Contributing to efforts to tackle the climate emergency and achieve Net Zero
  • Considering environmental impacts and opportunities for biodiversity in the construction, use and maintenance of roads
  • Supporting the needs of all road users
  • Supporting and promoting competence, capacity, skills, diversity and inclusion across the sector
  • Identifying future opportunities and challenges and helping the sector respond to them
  • Identifying sector-wide issues and challenges and developing potential solutions
  • Working collaboratively across UK Government, the devolved administrations and local authorities, influencing and coordinating research and work across the sector

How we work

UKRLG’s work is supported by six Boards, bringing together expertise from across the highways and roads sector:

UKRLG Boards

UK Adaptation, Biodiversity & Climate Change Board

UK Asset Management Board

UK Bridges Board

UK Lighting & Technology Board

UK Network Management Board

UK Roads Board

Our History

UKRLG was established in 2001, together with the Roads, Bridges, Lighting and Technology Boards. The Network Management Board followed in 2002 and the Asset Management Board was established in 2018.

Originally known as the UK Roads Liaison Group, the organisation became the UK Roads Leadership Group in 2022, reflecting its role in providing leadership and direction across the sector.

The Adaptation, Biodiversity and Climate Change Board was established in 2022 to provide a UK-wide focus on the challenges presented by climate change, adaptation and biodiversity.
